Why is treatment done earlier than admission?

Sometimes, when a case is urgent and vital, hospitals may proceed with delivering medical care right away to save a life, even before the finalization of admission procedures. Usually, when this happens, hospitals put the bill on our credit until the funds are transferred to their accounts.
That's why the chronology can sometimes be in disorder.

Background

Mst Jesse Nemine is a 7 year old school boy. Jesse enjoys reading and playing games. Jesse is the last child of the family of four. Mother is a single parent, just relocated to Lagos state with no job yet. According to the mother she notice the difficulty in breathing in the child a long time ago, they visited the government hospital and health centers she was told he will outgrow the condition but over time his condition worsened   He was in severe respiratory distress on the 31st of Dec 2022. He was brought to the hospital. Nebulization was done, IV antibiotics and anti-inflammatory injection were given of which he responded well and was discharged. The boy has difficulties with breathing. Jesse is waiting for the date of the surgery.
