Why is treatment done earlier than admission?

Sometimes, when a case is urgent and vital, hospitals may proceed with delivering medical care right away to save a life, even before the finalization of admission procedures. Usually, when this happens, hospitals put the bill on our credit until the funds are transferred to their accounts.
That's why the chronology can sometimes be in disorder.

Background

Raphael lives with his grandma, who takes care of him. He's a lively boy and helps her with household chores. He enjoys playing football with his friends but recently his health has been poor. He hopes to become a teacher someday. He collapsed while running at school and was taken to the hospital. It turns out he hasn't been feeling well for about a week, and his grandma has been giving him herbal remedies to try to help him feel better.

Medical history

He was treated for malaria, but the clinician who attended to the patient also felt, from the symptoms. that pointed towards sickle cell disease. The malaria was properly addressed by treatment but the case of sickle cell anemia was referred. Later in the day, I confirmed that at the Government County Referral & Teaching Hospital it was confirmed Raphael had sickle cell and was admitted there for advance management

Outcome

The doctor confirmed that Raphael had malaria. However, another illness raised concerns about the possibility of him developing sickle cell anemia. Since Ashburn facility doesn't have a blood bank, which is only available at the County Referral Hospital, Raphael was referred there for further evaluation and treatment. Meanwhile, he received immediate treatment for malaria.
