Why is treatment done earlier than admission?

Sometimes, when a case is urgent and vital, hospitals may proceed with delivering medical care right away to save a life, even before the finalization of admission procedures. Usually, when this happens, hospitals put the bill on our credit until the funds are transferred to their accounts.
That's why the chronology can sometimes be in disorder.

Background

A 1-year old cheerful boy from poor home whose parent are living in internally displaced persons(IDP) camp at Njimtilo an outskirt along Damaturu-Maiduguri road. The family largely depends on humanitarian assistance from other Non Governmental organizations such as save the children, MSF, Action against hunger, and IOM for both shelter and food because they lost all their means of Livelihood due to a decades long Boko Haram insurgency ravaging their host communities. He love to play with his toys. Moh'd was brought this morning with the complaints of intense cough attacks associated with vomiting, fever, anorexia and diarrhea. The illness started barely, 2 days ago and the condition got worst this morning as he developed breathing difficulties. He was examined, investigated and diagnosed with Pertusis complicated by Acute Plasmodiasis. Treatment commenced immediately.

Outcome

Treatment for pertussis, or whooping cough, primarily involves antibiotics to help control the infection and reduce the spread of the disease and gives good result. Complications of whooping cough are more common in infant and young children.They may include pneumonia, middle ear infection,loss of appetite, sleep disturbance,fainting,dehydration,seizures,altered brain function(encephalopathy).
