Why is treatment done earlier than admission?

Sometimes, when a case is urgent and vital, hospitals may proceed with delivering medical care right away to save a life, even before the finalization of admission procedures. Usually, when this happens, hospitals put the bill on our credit until the funds are transferred to their accounts.
That's why the chronology can sometimes be in disorder.

Background

Mary is a 3-year-old girl who lives with her single mother in a rented house. She is an only child. Her mother works as a housemaid, earning an amount which only allows them to afford one meal per day. Their home, which lacks electricity, has a floor made of earth/sand, mud-covered walls, and a roof made of leaking corrugated iron sheets. They fetch drinking water from a neighbor’s tap. Mary is a bright and cheerful child, currently enrolled in kindergarten at a public school. She dreams of becoming a nurse when she grows up and enjoys singing. Mary had been healthy and playful until three days ago, when she developed a headache, abdominal pain, and generalized joint pains. Despite her mother giving her painkillers to relieve the symptoms, there was no improvement. As her condition worsened, her mother decided to bring her to the hospital for further care.
