Why is treatment done earlier than admission?

Sometimes, when a case is urgent and vital, hospitals may proceed with delivering medical care right away to save a life, even before the finalization of admission procedures. Usually, when this happens, hospitals put the bill on our credit until the funds are transferred to their accounts.
That's why the chronology can sometimes be in disorder.

Background

Sa’adatu Musa is a 5-year-old girl from a semi-urban community with limited financial resources and restricted access to healthcare. She presented with a 3-day history of cough, fever, difficulty breathing, fast breathing, chest discomfort, lethargy, and poor appetite. On examination, she appeared ill and less active than usual. She was diagnosed with bronchopneumonia and requires immediate antibiotic therapy, along with supportive care including hydration, oxygen therapy if needed, and nutritional support. Her treatment is being provided under assisted medical care.

After falling seriously ill with fever, cough, difficulty breathing and chest pain, sa'adatu struggled to keep up with school and daily life.
